VCE એટલે શું?
VCE = Village Computer Entrepreneur. ગામની ગ્રામ પંચાયત સાથે જોડાયેલા e-Gram Centre પરથી કમ્પ્યુટર/ઇન્ટરનેટ આધારિત સરકારી અને અન્ય મંજૂર ડિજિટલ સેવાઓ નાગરિક સુધી પહોંચાડનાર operator/entrepreneurને VCE કહેવામાં આવે છે.

e-Gram Centre શું છે?
e-Gram Gujarat Governmentના Panchayat Department હેઠળનું ગામ-સ્તરનું e-governance infrastructure છે. GILના project page મુજબ 14,006 e-Gram centres Village Panchayatsમાં સ્થાપિત છે. Centresમાં PC, scanner, printer, UPS, webcam, broadband/connectivity જેવા સાધનો સાથે e-services આપવાની વ્યવસ્થા દર્શાવવામાં આવી છે.
VCE શું કામ કરે છે?
- નાગરિકને ઉપલબ્ધ online service સમજાવવામાં મદદ.
- લાગુ service માટે online application processમાં સહાય.
- Digital Seva Setuમાં application/document scrutinyમાં Talati સાથે ભૂમિકા.
- e-Gram પરથી certificate/service deliveryમાં મદદ.
- જમીનના Record of Rights (RoR) જેવી સેવાઓ માટે request process કરવી.
- ખેડૂત, ration, utility અને અન્ય enabled digital services આપવી.
- સરકારી વિભાગના મંજૂર data-entry કામ કરવું.

GILના e-Gram project page પર નીચેની G2C અને B2C service categories દર્શાવવામાં આવી છે. કોઈ ચોક્કસ સેવા આજે તમારા ગામમાં active છે કે નહીં તે સ્થાનિક e-Gram Centre પરથી ચકાસવી.
Digital Seva Setuમાં VCEની ભૂમિકા
Digital Seva Setuનો હેતુ citizen-centric services ગામમાં e-Gram મારફતે પહોંચાડવાનો છે. GILના official workflow મુજબ application/service delivery ગામના e-Gram પરથી થાય છે અને application/document scrutiny VCE / Talati કરે છે; approval online થાય છે.

7/12 અને 8-Aમાં VCE શું કરે?
GILના e-Dhara project description મુજબ e-Gram integrationથી ખેડૂત Village Panchayatમાંથી RoR copy મેળવી શકે છે. Talati/VCE RoR portal પર request મૂકે છે અને e-Dhara workflowમાં Deputy Mamlatdar request process કરીને record server પર ઉપલબ્ધ કરે છે, ત્યારબાદ ગામે print મેળવી શકાય છે.
Digital Gujarat અને e-Gram
DST મુજબ Digital Gujarat portal online તેમજ physical-assisted counter modelથી ચાલે છે. e-Gram centres પર internet/computer ન ધરાવતા નાગરિકો assisted service મેળવી શકે છે. Digital Gujaratમાં Income, Caste, Non-Creamy Layer, Widow, Senior Citizen, Domicile, Ration Card, pension અને scholarship સહિત અનેક citizen services ઉપલબ્ધ છે.
VCE કેવી રીતે બનવું? – અહીં ખોટી માહિતીથી ખાસ બચો
Official e-Gram project page VCEનું role અને PPP model સમજાવે છે, પરંતુ સમગ્ર રાજ્ય માટે એક જ સતત ખુલ્લું VCE recruitment form, universal educational qualification, fixed security deposit અથવા fixed monthly salaryની current statewide વિગતો જાહેર project page પર આપેલી નથી.
ખાલી જગ્યા આવે ત્યારે શું ચકાસવું?
- સંબંધિત Gram Panchayat / Taluka Panchayat / District Panchayatની અધિકૃત notice.
- e-Gram / Panchayat authority દ્વારા જાહેર કરેલી selection process.
- Noticeમાં આપેલી education, age, computer knowledge અને residence criteria.
- Documents, application dates, fee/deposit હોય તો તેની official receipt/rule.
- Remuneration/commissionનો official agreement અથવા notification.
VCE selection notice આવે ત્યારે સામાન્ય રીતે શું તૈયાર રાખવું?
આ official universal mandatory list નથી. ચોક્કસ ભરતી notice final છે. Practical preparation માટે નીચેના basic records તૈયાર રાખી શકાય:
- Aadhaar / માન્ય ઓળખ પુરાવો.
- Address / residence proof.
- Educational certificates.
- Computer qualification/certificate – જો notice માંગે.
- Passport-size photograph.
- Mobile number અને email.
- Bank details – selection પછી authority માંગે તો.
- Noticeમાં દર્શાવેલા અન્ય certificates/declarations.
VCEને Salary મળે કે Commission?
GIL VCEને PPP model પર કાર્યરત entrepreneur તરીકે વર્ણવે છે. તેના જૂના official transaction tablesમાં e-Ration, data-entry અને B2C transactionsમાંથી VCE incomeના examples છે. તેથી VCEને સામાન્ય સરકારી કર્મચારી જેવી એક universal fixed salary મળે છે એવું માનવું યોગ્ય નથી.
